LOCAL ROADS SPECIAL PROVISIONS & SPECIAL DETAILS

Local Roads Special Provisions are Contract Provisions issued for statewide local agency use. These special provisions are written to cover the needs of local agencies when they differ from those of the State. These special provisions are designated with an LR before a number. The number references the Section number of the Standard Specifications for Road and Bridge Construction (for example: LR 212 is related to Section 212 FINAL SHAPING, TRIMMING, AND FINISHING).

o Local Roads Special Details are designed to be used with recurring special provisions or LR special provisions. These special details are designated with a LR SD before a number. The number references the check sheet item the special detail or special provision belongs.

LR 107-2 01/01/06 Railroad Protective Liability Insurance for Local Lettings (eff. 3-1-05). Developed by the Bureau of Local Roads & Streets to require insurance policies to be submitted to the letting agency rather than the department.
LR 107-4 08/01/07 Insurance (Eff. 2-1-07). Developed by the Bureau of Local Roads and Streets based on recommendations from IACE Policy Committee to ensure local agencies are indemnified when their projects are on the state letting.
LR 107-7 01/01/12 Wages of Employees on Public Works (Eff. 1/1/99). Developed by the Bureau of Local Roads & Streets to comply with the Prevailing Wage Act on MFT projects. Revised due to Public Act 097-0571.

Combination Bids (Eff. 1-1-94). Developed by the Bureau of Local Roads and Streets to allow the revision of working days and calendar days. Revised to incorporate applicable portions of deleted Sections 102 & 103.

LR 400-4   Full Depth Reclamation (FDR) with Emulsified Asphalt (Eff. 4/1/12). The Bureau of Local Roads & Streets issued this special provision to standardize the construction requirements for FDR with Emulsified Asphalt in Illinois.
LR 400-5   Cold In-place Recycling (CIR) with Emulsified Asphalt (Eff. 4/1/12). The Bureau of Local Roads & Streets issued this special provision to standardize the construction requirements for CIR with Emulsified Asphalt in Illinois.

LR 403-1   Surface Profile Milling of Existing, Recycled OR Reclaimed Flexible Pavement (Eff. 4/1/12). The Bureau of Local Roads & Streets issued this special provision to establish smoothness requirements for milled flexible pavement receiving a surface treatment less than 1.50 inches thick.

LR 1000-1   Cold In-place Recycling (CIR) and Full Depth Reclamation (FDR) with Emulsified Asphalt Mix Design Procedures (Eff. 4/1/12). The Bureau of Local Roads & Streets issued this special provision to establish mix design testing requirements for CIR or FDR with Emulsified Asphalt.

Developed by the Bureau of Materials & Physical Research, the Bureau of Local Roads & Streets, and Local Agencies to provide a coarser mix when aggregate producers have adjusted the CA-16 gradation according to the Aggregate Gradation Control System (AGCS) to a finer mix for Hot-Mix Asphalt.

LR 1030 01/01/10 Growth Curve (Eff. 3/1/2008). Developed by the Bureau of Local Roads & Streets to allow growth curve density testing as an option on certain local projects.
LR 1032-1 02/07/08 Emulsified Asphalts (Eff. 1/1/07). Developed by the Bureau of Local Roads & Streets to provide material requirements and usage of penetrating emulsions (PEA and PEP) and usage of HFRS-2 emulsion
LR 1032-2 02/01/07 Multigrade Cold Mix Asphalt” (Eff. 1-1-07). Developed by the Bureau of Local Roads and Streets and the Bureau of Material and Physical Research to provide the material specification for Multigrade cold mix asphalt.
LR 1102   Road Mix or Traveling Plant Mix Equipment” (Eff. 1-1-07). Developed by the Bureau of Local Roads and Street to replace road mix and traveling plant mix bituminous equipment that was eliminated from the Standard Specifications.
